When storms beat replacement
- Historic overlays. In Knoxville's H-1 districts (Mechanicsville, Old North Knoxville, Fourth and Gill, Edgewood-Park City, Market Square) and NC-1 conservation districts such as Fort Sanders and Tazewell Pike, design guidelines favor repairing original windows. A storm window keeps the original sash and adds weather protection.
- Original wood in good shape. If the sashes are sound, with only loose putty or sticking, restoring them and adding storms keeps the original windows working.
- Budget. Storms cost a fraction of new windows per opening.
- Rental or short-hold properties, where an owner wants comfort gains without a full window project.

Exterior storms must have weep holes at the bottom so water and condensation can drain. Without them, water collects on the original sill and rots it, which defeats the purpose.
Triple-track combination storms
The common aluminum combination storm has three tracks: two glass panels and a half-screen. In summer you slide one glass panel up and the screen down for air; in winter both glass panels close. Combination storms show up in keyword searches across Knoxville for a reason; they are on thousands of older houses already. Newer versions offer low-e glass, which adds meaningful insulating value over clear glass.
Historic review
In an H-1 overlay, exterior storm windows change the look of the facade, so check with the Knoxville-Knox County Historic Zoning Commission staff before ordering. A Certificate of Appropriateness is required before a permit for exterior work can be issued. Staff can issue a Level 1 certificate for in-kind repair of windows; other changes go through a fuller review. Ask about frame color and whether the meeting rail of the storm must line up with the sash behind it.
Lead paint
Most houses old enough to have original wood windows were built before 1978. Under the EPA's Renovation, Repair and Painting rule, paid work that disturbs paint on those windows must be done by a lead-safe certified firm; window replacement counts no matter how small the area. Installing storm windows often involves scraping or drilling painted casings, so ask the installer about RRP certification.
