Older houses near downtown
Clinton's older blocks near Market Street and the Green McAdoo Cultural Center have houses with tall wood windows, some original. Before replacing them, weigh restoration. Sound wood sashes with new glazing putty, weatherstripping and storm windows keep the house's character and cut drafts. Where sashes have rotted through, a wood or clad-wood replacement keeps the proportions closer than standard vinyl.
Near the Clinch River
Homes on lower ground near the river and its creeks see damp conditions after heavy rain. Window sills and the bottom of wood frames are where that shows up first. A full-frame replacement lets the installer find and repair rot in the sill framing and flash the opening properly; an insert would cover it up.
Anderson County licensing and permits
Anderson County is not on Tennessee's Home Improvement license list, so the state's $3,000 to $24,999 Home Improvement license does not apply there. Jobs of $25,000 or more need a state contractor license. Check with the City of Clinton, or Anderson County outside city limits, whether your job needs a permit, and expect one if an opening changes size.
Lead and older paint
Clinton has a large stock of homes built before 1978. Under the EPA RRP rule, window replacement on those homes must be done by a lead-safe certified firm using containment and cleanup. Ask to see the firm's certification.
