Subdivision windows reaching middle age
Much of Karns's housing is subdivision stock built as the area grew. Builder-grade windows from those decades are now showing their age: fogged glass, broken balances and sliders that drag. If only the glass is failing, see window glass replacement. If the frames are warped or several units have failed, a full change to vinyl windows usually costs less per window when done all at once.
Finishing the basement
Ridge-and-valley lots in Karns often allow a basement with one side partly exposed. When that space becomes a bedroom, the room needs an emergency escape opening: at least 5.7 sq ft net clear, 24 inches high, 20 inches wide, sill no higher than 44 inches, with a window well of at least 9 sq ft if below grade. Cutting a new opening in a foundation needs a permit. Details are on egress windows.
Knox County permits
Karns is unincorporated, so permits go through Knox County Codes Administration. Knox County also falls under Tennessee's Home Improvement license rule for $3,000 to $24,999 residential jobs. Verify the license on the state's lookup before signing.
Rural edges
On the rural edges of Karns, older farmhouses may still have original wood windows. Any home built before 1978 falls under lead-safe rules for window work. Restoring wood sashes with storm windows is worth pricing next to replacement.
