Two counties, no city
Seymour voters have turned down incorporation more than once, so there is no Seymour city hall or codes office. Depending on which side of the county line your house sits, permits go through Sevier County or Blount County. Neither county is on Tennessee's Home Improvement license list, but any job of $25,000 or more needs a state contractor license.
Mountain views and decks
Homes on the hills around Seymour often face Bluff Mountain or the higher Smokies beyond, with decks and patio doors on the view side. That makes two jobs common:

Rural and older homes
Seymour's history goes back to Newell's Station in 1783 and the old Trundles Crossroads. Farmhouses on the outskirts may have original wood windows. Pre-1978 houses bring the EPA lead-safe rule into any window job. Restoring sound sashes and adding storm windows can be cheaper than replacement.
Getting a quote
When you request quotes, say whether your address is on the Sevier or Blount side. It tells the installer which county office handles the permit, and some installers cover one county but not the other.
